Abstract:

Establishing the framework to identify goals related to infrastructure rehabilitation and upgrading occurs on the federal, state and local level. Regardless of the level in which the program is initiated, it is vital that widespread citizen support be solicited. On the local level, the success in establishing the framework can be enhanced by the creation of a broad based citizen's committee having the responsibility of developing a goals program and presenting it to the local legislative body for consideration. After legislative approval, it is important that the goals program not only be successfully implemented but also reviewed and updated periodically as circumstances change.
