Abstract:

The project has progressed through a series of predictable development stages including a detailed feasibility study, major project licensing, an environmental Initial Study and Negative Declaration, negotiation of a power sale and purchase contract, sale of revenue bonds, engineering design, preparation of construction drawings and specifications. This was followed by obtaining permits and design review approvals from government agencies, awarding competitive bid construction contracts and equipment procurement contracts, and construction management. The project is illustrative of the beneficial development and utilization of water resources within feasbile economic and environmental criteria while satisfying the requirements of a large number of jurisdictional regulatory agencies.
