Abstract:

Responsible development of waterpower potential is a significant aspect of comprehensive water resource planning. Recent interest in small scale hydro projects has generated concern among project developers, environmental interests, and regulatory agencies regarding procedures, potential impacts, and appropriate mitigation measures. These issues are addressed in general but specific planning experience associated with a 3 MW low head, run-of-river project under development on the Rock River by the City of Rock Falls, Illinois, is focused on.
