Abstract:

A plan is proposed for managing the response to a toxic spill into a river system and the minimization of its effects on water utilities, industry and the environment. As technical aids to implementing such a plan, the development of a time of travel and dispersion model of a spilled soluable substance and a wave travel model are discussed. The plan may be applied to actual or practice situations, and the models may be used to provide time of travel and dispersion information for other purposes.
