Water Marketing in California

Abstract:

Three observations on water marketing in California are presented. One is that water transfers in California will be between public governmental agencies. The second is that traditional Western appropriative 'water rights' are not likely to be transferred in California. The third is that the California Water Resources Control Board regulates all interbasin transfers of water within California. Based on Metropolitan District of So. California's experience some valuable lessons for avoiding the pitfalls of putting together viable water transfer and exchange agreements are illustrated.
