Abstract:

The preparation and adoption of community-based plans for sustainable use and development of coastal resources and areas has been one of the major early goals of the Ecuador coastal resources management program. Five special area plans have been prepared for the continental coast. Locally, these areas are known as Zonas Especiales de Manejo (ZEM). This paper summarizes the experience of the Coastal Resources Management Program in the process of helping local people to identify key management issues and to prepare and approve a ZEM plan containing local desires and policies for the sustainable use of natural resources.
