Abstract:

This paper presents an overview of the Florida Department of Transportation (FDOT) approach to a program utilizing Construction Consultant Construction Engineering and Inspection (C-CEI). While accomplishing an extensive work program with current in-house construction staffing, the FDOT will use the C-CEI program to meet the increased work loads. The paper discusses the need for consultants, identification of the C-CEI projects, development of the scope of services, the consultant contract process, authority and responsibility, administration and evaluation of the consultant staff.
