Abstract:

Environmental Impact Reports/Statements (EIR/S) for four offshore oil and gas projects with onshore components in Santa Barbara county have identified potential impacts to coastal and marine resources. As a result, the County of Santa Barbara, through permit conditions on these projects, has developed and implemented three mitigation funds to assist in reducing the level of these impacts: the Coastal Resource Enhancement Fund, the Fisheries Enhancement Fund and the Local Fishermen's Contingency Fund. The purpose of these funds is to provide required mitigation for residual and/or cumulative adverse impacts that cannot be fully mitigated by other project-specific mitigation measures.
