Abstract:

The Los Penasquitos Lagoon Foundation was organized in 1984 with the assistance of the California Coastal Conservancy to help resolve conflicts among land owners, citizens, state resource agencies and environmentalists about management of the estuary. The three critical ingredients for making the unlikely mix of participants work well together are commitment to meet the goals of the plan, reliance technical expertise of research scientists, and effective, informed Directors willing to accept responsibilities. The Los Penasquitos Foundation was established by the California Coastal Conservancy in 1984 to assist in the preparation of an enhancement plan for the Los Penasquitos Lagoon and to assist in plan implementation. The Foundation provided a forum for debate about plan policies, organized workshops and held discussion sessions that resulted in the development of the enhancement plan.
