Abstract: The sudden, unexpected release of water by hydropower facilities poses a threat to fishermen and boaters immediately downstream. The characteristics of the danger can be identified, however, and remedial safety measures developed that can increase safety for the people using dam related recreational facilities downstream. 'Active' warning is the key to effective safety.
