Turnkey Hydropower at St. Cloud

Abstract:

The St. Cloud Hydroelectric Project is located at an existing dam on the Mississippi River in St. Cloud, Minnesota. The project consists of a two-gated spillway and an 8.6-megawatt powerhouse with two 3540-millimeter Voith Hydro Inc. Kaplan pit turbines. The financing structure for the St. Cloud project required that a turnkey approach be used for the construction. The project contract allowed for a 22 month construction period. With the fast track approach used by turnkey contractor M.A. Mortenson, the hydroelectric facility went into commercial operation only 17 months after the notice to proceed.
