Abstract:

The experience with environmental dispute resolution (EDR) at South Florida Water Management has been largely one of changing the operating premises regarding the agency's approach to problem solving. The District has shifted from relying predominantly on technological fixes prior to the 1980s to a mode of operation that is more open to collaborative and integrative ways of managing the speed scale and complexity of change that the multi-purpose water resource agency faces in south Florida - a region known for rapid growth and the Kissimmee-Okeechobee-Everglades ecosystem.
