Abstract:

The Terror Lake Hydroelectric Project is unique in that it is the only energy project to be constructed in a National Wildlife refuge. A National Wildlife Refuge has few equals to blocking construction of a hydroelectric project. Building the Terror Lake Hydroelectric Project within the Kodiak National Wildlife Refuge required surmounting many roadblocks. The Terror Lake Project is certainly not unique as a hydroelectric project; it is discussed here only because the precedences established by the negotiations and compromises which allowed it to be constructed are important.
