Abstract: In recent decades, America’s highways have received inadequate funding despite experiencing substantial increases in use. This combination has resulted in growing congestion, especially in urban areas, and deteriorating conditions and performance in many locations. As states and others look to address these challenges, they are relying on new methods for funding projects and improving safety, while employing technology intended to make roadways more efficient.
