Abstract:

The purpose of this chapter is to present the authors' views on: state water resources planning objectives, components of state water resources planning processes, and on contemporary water resources planning issues. The intent is not to prescribe a universal planning approach for all states, rather it is to identify practices and considerations that comprise a toolbox for water resources planners to use in designing planning programs to fit their state's circumstances and needs.
