Abstract:

Once you start to work for a local government you will hear a constant flow of warnings and gripes about the citizens. It is as if nobody understands that the customers we serve are the citizens! Although the comments we hear from citizens are sometimes incoherent, and self interest sometimes motivates them, we must remember that part of our job is to study these complaints and figure out what the problem really is. Doing anything less is a disservice to citizens, society, and the engineering profession.
