Abstract:

Traditional drought management planning has focused on curtailment of demand by instituting voluntary or mandatory restrictions on water consumption when regional hydroclimatic indicators reach certain trigger levels. This study represents a systems approach to the expansion of traditional demand management by replacing regional climate indicators with system-specific probabilistic indicators of drought severity and by including operational supply management in response plans.
