(abstract only) This paper describes the observation matrix as innovative monitoring and diagnosis: (1) The matrix elements of the observation matrix multiplied by its transposed serve as symptom assurance criteria, (2) the non-zero singular values, ordered by their magnitudes, are fault/damage ranking indices, (3)the magnitudes of the singular values described fault/damage intensities etc.
