The Watershed Approach: A Framework for Action

Abstract:

This paper describes and promotes a workable framework for watershed management as an effective means to address the nation's remaining water resource problems, with the ulthnte goal of achieving clean water and healthy, sustainable ecosystems throughout the United States. Drawn from the Clinton Clean Water Initiative, which was developed for the Clean Water Act Reauthorization, the paper outlines the guiding principles of watershed management. It explains the roles and responsibilities of the States, Tribes, Territories and the federal government as well as the critical role played by locally-based watershed action teams. The Environmental Protection Agency is currently promoting this comprehensive, state-led framework using various incentives and rewards.
