Abstract:

This paper provides a transboundary water sharing case study on the planning and management of Rio Grande waters in and around El Paso, Texas. The presentation also points out the diversity of the border state water laws, the water allocation policies used by various government organizations throughout the boundary, and the recent El Paso area's institutional mechanisms available for coordinating transboundary water sharing.
