Abstract:

Introduction The Upper Mississippi River Navigation System (UMRNS) is one of the largest Public Works projects existing within the continental United States of America. The system, which starts at Cairo, Illinois, has 29 lock and dam sites on the Mississippi River and 8 lock and dam sites on the Illinois River. The present day value of the UMRNS in today's dollars exceeds four billion dollars.
