Abstract:

The City of Las Cruces water utilities is being exposed to accelerated population growth and is faced with inadequate capital infrastructure to meet increasing demands. The City's water system is suddenly having to extend to new service areas, sometimes away water supply sources. The City has implemented a Capital Improvement Program (CIP) that combines water resources planning efforts with master planning of the water production and distribution infrastructure to provide a useful and reliable guide to utility expansion. The process that needs to be undertaken to arrive at a practical capital improvement program involves multiple resources, both fmancial and technical.
