Abstract:

The 1987 Water Quality Act requires the permitting of municipal separate storm sewer systems and the reduction by permittees of the discharge of pollutants in stormwater to the maximum extent practicable. The practical experience of Orange County, California, is that municipal control programs must be considered as the first step of a comprehensive planning process rather than the culmination, to be revised on an iterative basis as information regarding the pollutants of the concern, their impact upon receiving waters, and effectiveness of control technologies becomes available.
