Abstract:

This paper presents a summary of the activities undertaken by the State of California to improve the border environment since passage of the North American Free Trade Agreement (NAFTA) and specifically to maximize the opportunity for environmental improvement offered by the Border Environment Cooperation Commission (BECC) and the North American Development Bank (NADBank).
