Abstract:

The development of water resources to meet future water needs has become more complex nowadays as regulatory agencies attempt to balance the proposed consumptive uses of water with a wide range of environmental, institutional, and political interests. This paper provides a number of perspectives on how the preconstruction activities of water resource projects could be configured and describes a number of strategies that could facilitate the process.
