This paper provides an overview of Federal information processing standard (FIPS) 173. FIPS 173 is a comprehensive spatial data transfer standard that provides solutions to the problem of transferring the full range of spatial (e.g., geographic and cartographic) data between dissimilar Geographic information systems or other spatial data processing software.
