Abstract:

The Federal Highway Administration's Sufficiency Rating is not adequate for evaluating bridges. It ignores fundamental bridge characteristics and is far too subjective. The Level of Service (LOS) Rating is less subjective and complies with the user's needs. Although the proposal of LOS was rejected by most states, a few states use their own form of LOS. This paper evaluates the LOS Concept.
