This paper presents fundamental principles of estimating statistical characteristics of the elements of urban underground infrastructure networks, which provides a basis of statistical inference (estimation) as regards reliability parameters of the network. The appropriate mathematical functions are presented, and the problem of consistency of the type of empirical output with assumed hypothetical distribution is discussed.
