Abstract:

All inter- or intra-state transfers of Utah water rights must be accomplished by application and receive the approval of the Utah State Engineer. This paper summarizes the engineering procedures used to quantify streamflow depletions that have historically occurred or result from water transfers. These procedures include diversion requirements, conveyance losses, consumptive uses, irrigation efficiencies, contributions to ground water, stream return flow, and location of return flow.
