Abstract:

In November 1989, the County and City of Sacramento jointly undertook the development of a manual for the design of drainage and flood control facilities in the region. Significant technical and policy issues were raised by the preliminary hydrologic results of this first comprehensive review of drainage design standards since the mid-1960's. A second paper in this symposium (Brown, Hall) describes the development, by consulting firms HDR Engineering and HYDMET, of new hydrologic procedures. This paper describes some of the impacts of revising hydrologic standards, and the interim and long term measures that were taken to insure the validity of the revised hydrology.
