Abstract:

The author narrates how an organized, poor and relatively marginalized set of coastal communities in Sri Lanka have, by collaborating with state agencies and establishing informed dialogue, combined their interests with those of the state for the sustainable management of the Muthurajawela-Negombo Lagoon (MNL) system. The master plan and implementation process from MNL system were the first efforts made for integrated management of a coastal, Lagoonal resource system. Strategies for successful implementation learned from this effort are enumerated.
