Abstract:

This paper discusses the structure and capabilities of the Damage Assessment Center (DAC) established in 1990 by the National Oceanic and Atmospheric Administration (NOAA) to implement certain aspects of NOAA's responsibilities as a Federal trustee for natural resources. In 1991, the Center and natural resource attorneys from the Office of General Counsel were joined to form NOAA's Damage Assessment and Restoration Program (DARP).
