Abstract:

This paper presents an economic analysis of the procedure of ranking wetlands projects under the Coastal Wetlands Planning Protection and Restoration Act (CWPPRA) as implemented in Louisiana. It focuses on measuring cost-effectiveness and the proper use of discounting of physical enhancements.
