Abstract:

In a misdirected effort to make our coastal waters safe from oil spills, Congress has needlessly increased the risk. In fact, it has all but ensured that oil spills will happen with increasing frequency. The tragedy is that many Congressmen and some in the Administration know this to be the case. But they have chosen to ignore reality for short-term political gain. Now we have a U.S. energy policy based on opinion polls from a clearly misinformed public.
