Abstract:

Various statutory authorities have designated agencies that own, manage or protect natural resources to be trustees for the resources on behalf of the public. Under those authorities, trustees seek monetary compensation (damages) from responsible parties for injuries to trust resources due to discharges of oil or releases of hazardous substances. This paper focuses on the methods by which trustees determine these damages.
