Abstract:

The National Estuary Program (NEP) is a federal program administered by the Environmental Protection Agency which develops Comprehensive Conservation and Management Plans (CCMPs) for estuaries of national significance using what is termed the 'management conference process'. The management conference represents a collection of committees which supervise the development of the CCMP. This paper conducts a preliminary evaluation of the management conference process with particular attention on its strategy, structure, and process.
