Abstract:

The State of Florida has been pursuing the planning and implementation of high speed rail in the Miami-Orlando-Tampa corridor for the past ten years. Due to financial and institutional constraints, it may be difficult to implement the entire project under one phase. This paper investigates the potential for the segmental implementation of the Orlando-Tampa segment as a first-phase of a statewide high speed rail system.
