Abstract:

Most of the attention on High Speed Ground Transportation systems thus far has been devoted to their technological, financial and construction aspects, and this was understandable since they must be confronted first in any scenario. With the construction of a HSGT system in the foreseeable future, it is appropriate at this point to outline the type of organization that will operate it, and the issues involved in establishing that organization. Being completely new, the organization will have an opportunity to utilize new technology to increase its cost efficiency and labor productivity, fashion bargaining agreements more favorable to the long term financial health of the system, and develop a cost-effective balance between the use of in-house forces and contract services.
