Abstract:

This paper presents a structured approach for planning annual and long range (multi-layer) maintenance and rehabilitation (M&R) activities for local railroads. A method is presented that is simple to implement and when employed to its fullest can result in realistic defendable budgets and track networks maintained to desired condition levels at the lowest possible cost. This method, known as th RAILER Engineered Management System (EMS) was developed by the U.S. Army Construction Engineering Research Laboratories (USACERL). Railer is based on embarking on a sound condition assessment program. The condition assessment information along with inventory, traffic, and M&R policy information comprises a locally created database that is accessed through decision support computer software. The software allows for rapid analysis which leads to cost effective work plans.
