Abstract:

Throughout the Nation, there is increased awareness of and concern for, environmental protection and restoration. Within the U.S. Army Corps of Engineers, new authorities are providing increased opportunities to pursue environmentally oriented projects. Currently, however, there is a lack of accepted methods for assessing the efficiency and effectiveness of investments for mitigating, protecting, or restoring environmental resources.
