Abstract:

As a part of a national effort to improve the operatinal efficiency of the highway network, the California Department of Transportation (CALTRANS) is developing and implementing general traffic operation centers (TOCs) throughout the state. TOCs monitor highway conditions and implement appropriate responses to traffic problems as they arise. The California Polytechnic State University (Cal Poly) is constructing a simulator for the project. The goal of the simulator is to provide data for the design, staffing and operational specifications of similar centers planned for future implementation.
