Abstract:

This paper uses the Port of Seattle's recently released Container Terminal Development Plan to present a case-study of a master planning process for continued development of container handling facilities at a large-scale U.S container port. Major steps in the planning process are identified and planning methods and issues are discussed. Particular attention is paid to the need to balance market service requirements, policy goals, community concerns and environmental mandates when planning within in an urban harbor.
