Abstract:

This discussion paper describes a new approach to TCM evaluation using a travel market concept to classify trip types based on expected elasticities to various TCMs. Conventional trip type classifications are examined and critiqued, and a proposed method of trip classification by travel markets is described. Its application in several policy, planning and evaluation studies in San Diego California, Sacramento California, and Puget Sound, Washington, are related.
