Abstract:

Developers have proposed to replace the existing, defunct Old Mill Specialty Retail Center with a primarily residential project. The balance of the Old Mill site will consist of smaller amounts of office and neighborhood retail uses. In order to evaluate the effects of traffic generated by the residential development, a base case scenario needed to be determined. It was established that this base case would assume that the Old Mill site would be occupied by the existing specialty retail center, but that it would be fully functional and would generate traffic. The proposed project would generate less traffic than would the existing approved land uses, if occupied. The proposed project, therefore, was found to have a beneficial impact on the transportation system.
