Abstract:

This paper will describe the multi-year process undertaken to implement physical roadway improvements and transportation management policies in a constrained urban environment. Specifically the paper will focus on a series of events leading to the completion of roadway, transit and parking management improvements at the NEWPORT development on the Jersey City Waterfront. The results of these physical improvements and transportation management policies on the overall mobility in the Downtown area will be illustrated with survey data collected after the completion of the phase one of the project.
