Abstract:

In 1988, the Massachusetts Executive Office of Transportation and construction (EOTC) developed a set of guidelines for traffic studies in conjunction with the state's environmental review agency, then called the Department of Environmental Quality Engineering. Any project applying for state environmental approval was theoretically subject to these guidelines including major highway and railroad projects with transportation improvement as their major objective.
