This paper discusses the development of policies and detailed uniform guidelines for traffic impact analysis of proposed developments along Arizona State highways. The paper addresses: 1) the specific purpose of the guidelines; 2) the comprehensive approach to developing the uniform guidelines; 3) the preparation of detailed procedures; and 4) the development of training workshops.
