Abstract:

The introduction and application of Intelligent Vehicle/Highway Systems (IVHS) will help to mitigate the adverse safety, environmental, and economic impacts of traffic congestion on selected roadways in the United States. Before these advanced transportation technologies are implemented, numerous nontechnical aspects of product development and introduction must be addressed. This paper identifies critical institutional barriers that need to be resolved before IVHS technologies can be implemented significantly.
