Abstract:

It is initially presented a brief physical description of the coastal region in question, which is situated at the eastern end of the Sepetiba Coastal plain on the Southern coast of Rio de Janeiro. It is discussed all the political and administrative problems faced in the area to carry a management program, once there is a complicated network of interests which must be kept in mind. These problems go from the presence of the Armed Forces, the fast urbanization process of the neighbour areas, the management and development of small scale fisheries, the different definitions and responsibilities of the several Conservation Units existing in the complex and the means to achieve an effective support of the local communities.
