Abstract:

The construction of public works projects within a coastal zone requires the cooperation of all permitting and approval authorities to identify project goals, impacts and alternatives which provide for mitigation and project implementation which must be satisfactory to all parties. Fourteen agencies worked successfully with the Orange County Flood Control District to construct a new ocean outlet, protect an endangered species, and minimize impacts to a public beach and littoral drift.
